Authorizes issuance of state general obligation bonds up to $1,987,100.00 to fund improvements in Rosedale, Mississippi, with proceeds deposited into the "2025 City of Rosedale Downtown Improvements Fund."

Allocates up to $1,050,000.00 to repair and renovate the former Bolivar County Health Department building for use as a new City Hall/Municipal Building and to upgrade the current City Hall for use as a new Police Department building.

Allocates up to $937,100.00 for downtown infrastructure improvements including sidewalks, street lighting, storm sewer infrastructure, and water infrastructure in downtown Rosedale.

Establishes that bonds are general obligations of the State of Mississippi with full faith and credit pledged for repayment; bonds are exempt from state taxation and qualify as legal investments for trustees and fiduciaries.

Prohibits bond issuance after July 1, 2029, and requires the State Bond Commission to manage issuance, sale, and administration of bonds with maturity not exceeding 25 years from date of issue.
