Removes the Mississippi Public Service Commission from the requirement that its expenses be funded by appropriations from the State General Fund, effective immediately upon passage.

Reinstates the Public Service Commission Regulation Fund as the sole funding source for the commission, with expenses paid from fees and revenues collected by the commission rather than general state appropriations.

Eliminates provisions requiring user charges and fees collected by the commission to be deposited into the State General Fund, redirecting them instead to the Public Service Commission Regulation Fund.

Modifies Section 77-3-87 to clarify that utility assessment revenues are paid to the Public Service Commission Regulation Fund and Public Utilities Staff Regulation Fund proportionally based on legislative appropriations from each fund.

Removes similar funding restrictions from seven additional code sections governing the commission's operations, including provisions related to the executive secretary, staff compensation, penalties, and oversight of municipally-owned gas utilities.
