Repeals Sections 41-41-45 and 97-3-3 of Mississippi Code that prohibit abortion except when necessary to preserve the mother's life or when pregnancy resulted from rape.

Establishes a statewide special election on Tuesday, November 4, 2025, to allow voters to decide whether abortions should be prohibited in Mississippi.

Ballot question asks voters whether "Abortions shall be prohibited in Mississippi except where necessary for the preservation of the mother's life or where the pregnancy was caused by rape."

If a majority votes "Yes" to prohibit abortions, Section 1 of the act shall not take effect; if a majority votes "No," Section 1 takes effect on January 1, 2026.

Section 2 takes effect immediately upon passage; Section 1 takes effect January 1, 2026, if approved by referendum voters.
