Amends Section 9-21-43 to specify that the Civil Legal Assistance Fund shall be funded by fees directed from Sections 25-7-9, 25-7-13, 27-19-56.99, and 27-19-56.135, plus any other monies appropriated by the Legislature.

Imposes a $5.00 fee on each civil filing in chancery courts (Section 25-7-9) and circuit courts (Section 25-7-13) to be deposited into the Civil Legal Assistance Fund.

Directs $24.00 of each $30.00 specialized motor vehicle license tag fee issued under the Civil Legal Assistance Fund program (Section 27-19-56.99) to be disbursed to the Civil Legal Assistance Fund.

Directs $24.00 of each $30.00 attorney license tag fee (Section 27-19-56.135) to be disbursed to the Civil Legal Assistance Fund.

Takes effect July 1, 2025, with provisions establishing two separate fee schedules for chancery courts: one effective January 1, 2024 through December 31, 2027, and another effective January 1, 2028 onward.
