• Authorizes issuance of state general obligation bonds not to exceed $1,550,000 for Bolivar County riverfront development, including $1,300,000 for the third phase of the Terrene Landing project near Rosedale and $250,000 for improvements at Great River Road State Park in Rosedale, with no bonds issued after July 1, 2029.

• Authorizes issuance of state general obligation bonds not to exceed $180,500 for Bolivar County civil rights tourism, including $80,500 for the Mound Bayou African-American Museum and Interpretive Center and $100,000 for civil rights historical site signage and promotion, with no bonds issued after July 1, 2029.

• Authorizes issuance of state general obligation bonds not to exceed $440,000 for City of Cleveland downtown improvements, including a pocket park ($37,500), food truck park ($37,500), skate park ($125,000), community center and kitchen ($150,000), mural on Kamien Way ($50,000), and electric vehicle charging stations ($40,000), with no bonds issued after July 1, 2029.

• Authorizes issuance of state general obligation bonds not to exceed $519,000 for City of Cleveland parks and recreation facilities, including improvements at Amzie Moore Park ($50,000), Park Commission Gym HVAC ($180,000), Anderson and Fireman's Parks ($194,000), Armory restrooms ($56,000), Fireman's Park fence ($25,000), and tree removal ($14,000), with no bonds issued after July 1, 2029.

• Establishes that all bonds are general obligations of Mississippi backed by full faith and credit of the state, exempt from state taxation, with proceeds held in separate special funds and distributed by the Department of Finance and Administration; takes effect July 1, 2025.
