House Bill 1124 Summary

• Require pharmacy benefit managers to disclose 100% of all rebates and payments received from pharmaceutical manufacturers to plan sponsors/employers and report annually on rebate recipients

• Require PBMs to make available to the public without redaction contracts for third-party aggregators and pharmacy benefit management services, but only when State of Mississippi or a political subdivision is a party to the contract

• Remove the exemption for the Mississippi State and School Employees Health Insurance Plan from PBM regulations, making it subject to rebate disclosure and reporting requirements

• Bring forward existing pharmacy prompt pay provisions and pharmacy audit integrity act sections (73-21-155 through 73-21-163 and 73-21-177 through 73-21-191) for possible amendment, including requirements for timely claim payment, maximum allowable cost lists, audit procedures, and penalties for non-compliance

• Effective date: July 1, 2025
