Prohibits health insurers and pharmacy benefit managers from requiring covered individuals to purchase pharmacy services exclusively through pharmacies in which they have an ownership interest.

Prohibits insurers and pharmacy benefit managers from increasing plan or patient costs (premiums, deductibles, copayments, coinsurance) if a covered individual chooses not to use an insurer-owned pharmacy.

Requires insurers and pharmacy benefit managers to reimburse independent pharmacies at the same rate as pharmacies in which they have an ownership interest for the same covered services.

Prohibits insurers and pharmacy benefit managers from denying preferred network participation status to willing pharmacies that accept the same terms and conditions as other preferred network pharmacies.

Takes effect July 1, 2025.
