Requires agencies administering American Rescue Plan Act (ARPA) grant programs to report to the Department of Finance and Administration by October 1, 2025, detailing funds expensed, remaining to be expended, and remaining to be reimbursed by each subgrantee.

Mandates agencies notify all subgrantees of reporting requirements within 30 days of the act's effective date and again on September 1, 2025, with combined reports submitted to legislative leadership by November 3, 2025.

Requires all state agencies to report by December 1, 2025, on Coronavirus State Fiscal Recovery Funds that have not been expended by November 1, 2025.

Authorizes the State Treasurer to transfer available Coronavirus State Fiscal Recovery Funds to the ARPA-MDOT Maintenance Project Fund and permits such transfers if subgrantees fail to provide two consecutive required reports.

Applies to 15 specified ARPA-funded programs including nursing retention loans, workforce development, infrastructure grants, water systems, hospital support, and tourism initiatives.
