Brings forward Section 29-9-9, Mississippi Code of 1972, regarding procedures for disposal of obsolete personal property by state institutions, departments, and agencies.

Changes the disbursing agency for the Mississippi State University Veterinary School Fund from the Department of Finance and Administration to the Board of Trustees of State Institutions of Higher Learning.

Allocates $1,400,000.00 for continuation of the current school safety platform from fiscal year 2025 appropriations to the State Department of Education.

Corrects the fund number reference for the 2022 Emergency Road and Bridge Fund from 6619440000 to 6619441000.

Directs the State Fiscal Officer to transfer $820,375,000.00 from the Capital Expense Fund to various named funds, and transfer $2.00 to the Capital Expense Fund during fiscal year 2026; effective July 1, 2025.
