Clarifies that when a school district returns to local control after state board administration, the interim superintendent shall serve in an advisory and oversight capacity alongside the newly reconstituted local school board and newly appointed superintendent for one year.

Authorizes the State Board of Education to promulgate rules and regulations governing the professional conduct and governance of school board members and establish penalties for violations, including reduction or removal of compensation and dismissal.

Modifies the process for reconstituting local school boards in districts under state control, requiring the interim superintendent to remain during the new board's first full year in an advisory capacity and to make periodic reports to the State Board of Education.

Maintains existing provisions regarding District of Transformation status, interim superintendent powers, and the School District Emergency Assistance Fund for districts under financial or academic impairment.

Effective date: July 1, 2025.
