Brings forward Section 43-13-115 of Mississippi Code (Medicaid eligibility requirements) and Section 43-13-117 (Medicaid services and managed care provisions) for legislative review and possible amendment during the 2025 regular session.

Section 43-13-115 establishes 28 categories of eligible recipients including low-income families, SSI beneficiaries, pregnant women, children, disabled workers, and other specified populations with varying income limits up to 185% of federal poverty level.

Section 43-13-117 authorizes covered services including inpatient/outpatient hospital care, nursing facilities, physician services, prescription drugs, mental health services, dental services, home health services, and managed care programs, with specific reimbursement rates and limitations.

Prohibits managed care organizations from paying providers below Medicaid rates, overriding emergency medical decisions, implementing more stringent prior authorization than the division, or denying hemophilia treatment center access.

The act takes effect July 1, 2025 and stands repealed June 30, 2025, with Section 43-13-117 set to fully repeal on July 1, 2028.
