House Bill 1148 - Medicaid Amendments Summary

• Expands family planning services eligibility to include men of reproductive age at up to 194% of federal poverty level, and authorizes oral contraceptives to be dispensed in 12-month supplies.

• Extends Medicaid coverage for foster care youth aging out of state custody until age 26, and includes youth who aged out of foster care on Medicaid in other states.

• Deletes waiver authority for services to end-stage renal disease patients on dialysis, cancer patients on chemotherapy, and organ transplant recipients on antirejection drugs.

• Removes option for rural hospitals with 50 or fewer beds to opt out of outpatient APC reimbursement methodology.

• Establishes Medicaid Advisory Committee and Beneficiary Advisory Committee as required by federal regulations, with existing Medical Care Advisory Committee members serving until July 1, 2028.

• Authorizes nursing facility payment system to include quality or value-based components and requires perinatal risk management services be provided through managed care organizations or contracted with State Department of Health by January 1, 2026.

• Extends border city university-affiliated pediatric teaching hospital reimbursement authority from July 1, 2024, to July 1, 2027, and freezes hospital supplemental payment methodologies at fiscal year 2025 levels.
