Authorizes county boards of supervisors to designate a hearing officer from among their own membership, county staff, or a qualified impartial person to conduct hearings on disputes regarding delinquent solid waste fees.

Prohibits the hearing officer from being the board's attorney, a tax collector's staff member, or having any interest in the hearing outcome or relation to board members or the debtor.

Requires boards to provide delinquent fee notice and hearing opportunity before notifying the tax collector, with procedures established by the board consistent with constitutional due process protections.

Allows tax collectors to refuse motor vehicle license tag issuance or renewal for persons with unpaid garbage fees until those fees are paid in full.

Permits appeals of board decisions on delinquent garbage fees through the procedures established in Section 11-51-75.
