Requires all buildings at least 75 feet in height with construction permits issued after July 1, 2025, to submit construction plans to the State Fire Marshal's Office for review and approval prior to construction.

Construction plans must comply with both the State Uniform Construction Code and the Mississippi Fire Prevention Code.

Building owners must pay reasonable fees for plan review, including costs for the State Fire Marshal's staff, architects, engineers, and other professional service organizations; unpaid fees after 30 days may result in administrative fines up to $1,000 per day.

Authorizes the State Fire Marshal's Office to contract with professional service organizations, architects, and engineers to conduct plan reviews, which may bill building owners directly subject to State Fire Marshal oversight of reasonableness.

Grants the State Fire Marshal authority to enforce the State Uniform Construction Code for buildings 75 feet or taller using the same enforcement mechanisms available for the Mississippi Fire Prevention Code.
