Changes the minimum reimbursement rate for out-of-network ambulance services from the greater of 325% of Medicare reimbursement to the lesser of 125% of Medicare reimbursement or the provider's billed charges.

Applies when no contracted rates exist between ambulance service providers and counties, municipalities, or special purpose districts in the geographic area where services originated.

Requires payment under this section to be considered payment in full except for enrollee cost-sharing obligations like copayments, coinsurance, and deductibles.

Defines "ambulance service provider" as any person or entity providing ambulance transportation and emergency medical services that holds a required permit under Section 41-59-9.

Sunsets the provision on June 30, 2027.
