Brings forward Section 33-15-5 of Mississippi Code establishing definitions for emergency management terms including "state of emergency," "state of war emergency," "local emergency," and various disaster classifications (catastrophic, major, and minor).

Brings forward Section 33-15-11 establishing the Governor's general powers during emergencies including authority to issue orders and regulations, coordinate emergency plans, control utilities and resources, proclaim states of emergency, and declare emergency impact areas.

Brings forward Section 33-15-13 establishing additional Governor powers during a proclaimed state of war emergency including authority to commandeer private property, purchase supplies without competitive bidding, and control transportation and communication systems.

Specifies that Governor powers do not authorize actions in contravention of Section 33-7-303 and that adequate compensation must be paid for commandeered property through agreed terms or eminent domain procedures.

Takes effect July 1, 2025.
