Creates new Section 77-3-273 authorizing public utilities to enter into large customer supply and service agreements with retail electric customers whose projects are approved by the Mississippi Development Authority as meeting minimum capital investment and job creation requirements.

Allows utilities to negotiate custom rates and pricing for eligible customers without Public Service Commission approval or regulation, and exempts such agreements from public disclosure as trade secrets.

Permits utilities to construct necessary electrical infrastructure and acquire energy/capacity for eligible projects without prior commission approval or competitive bidding requirements, but requires informational filings with the commission.

Establishes expedited cost recovery procedures allowing utilities to begin recovering facility costs through interim rate adjustments within 30 days of project completion, subject to independent audits and prudence reviews.

Waives permit and approval requirements for related facilities, authorizing expedited permitting to be completed within 30 days of application, and exempts facilities from standard rate regulation proceedings and cost caps.
