Prohibits public schools and public postsecondary institutions from establishing or maintaining diversity, equity and inclusion (DEI) offices, requiring diversity statements from job applicants, or giving employment preference based on race, sex, color, or national origin.

Bans required diversity training and prohibits discrimination against students, employees, or contractors based on their refusal to support or participate in DEI concepts or training.

Defines "divisive concepts" as teachings that one race or sex is inherently superior, that individuals are inherently racist or sexist based on their identity, or that meritocracy is racist or sexist.

Requires institutions to use definitions of sex from state law in policies and curriculum, and establishes a complaint process allowing students, employees, parents, and contractors to file violations within 30 days with their respective governing board.

Authorizes withholding of all state education funding to schools or institutions found in violation after a second or subsequent violation, unless corrected within 30 days of final finding; permits judicial review and appeals to chancery court and state Supreme Court.
