Prohibits retail electric suppliers from recovering costs associated with ownership or operation of electric vehicle charging stations from ratepayers.

Requires retail electric suppliers operating charging stations open to the public to do so through a separate, unregulated subsidiary using nondiscriminatory fees and terms compared to private providers.

Mandates all retail electric suppliers to file or publish a commercial tariff for selling electricity to charging station operators by October 1, 2025, with rates based on kilowatt-hours rather than demand charges.

Allows retail electric suppliers to continue providing make-ready infrastructure and selling electricity to charging station operators without restriction.

Takes effect July 1, 2025, and establishes the Mississippi Transportation Commission's authority to design, construct, operate and maintain electric vehicle charging stations statewide.
