Amends Section 41-3-16 of Mississippi Code to authorize the Pearl River Valley Water Supply District to participate in the Local Governments and Rural Water Systems Improvements Revolving Loan and Grant Program administered by the State Department of Health.

Expands program eligibility to include the Pearl River Valley Water Supply District alongside counties, incorporated municipalities, and other tax-exempt water organizations for water system improvements including construction, expansion, and repair projects.

Maintains existing board composition of nine members including state agency heads, the State Health Officer as chairman, and a rural water system manager appointed by the Governor.

Preserves loan terms including interest rates at or below market rates, repayment periods of up to 15 years for revolving fund loans and 5 years for emergency loans, and requirements for dedicated revenue sources for repayment.

Takes effect July 1, 2025.
