Removes the requirement that utility franchise ordinances or ordinances granting the right to use municipal streets, highways, bridges, or public places must be approved by a majority of qualified electors voting at a general or special election.

Eliminates the mandatory reading of such ordinances by the municipal clerk before a vote is taken, though such reading may still occur upon request of one or more governing authority members.

Retains the requirement that franchise ordinances must be introduced in writing at a regular meeting and remain on file with the municipal clerk for at least two weeks before final passage.

Maintains existing provisions that all municipal ordinance votes be recorded by yeas and nays in the minutes and that all ordinances be reduced to writing before voting.

Takes effect upon passage.
