Clarifies that the Office of Capital Post-Conviction Counsel represents inmates under sentence of death in post-conviction proceedings and matters directly related to post-conviction review of convictions and sentences.

Expands the office's authority to represent indigent parties not sentenced to death in post-conviction proceedings if the director determines a statutorily alive claim is ripe for review and the office has adequate resources.

Permits the office to continue representation in federal habeas corpus proceedings in capital cases if the office or staff attorney is appointed by a federal court.

Requires all compensation and expenses received from federal courts in post-conviction cases be deposited into the Special Capital Post-Conviction Counsel Fund for investigation and litigation expenses.

Takes effect July 1, 2025.
