Allows county boards of supervisors to call special meetings within two hours instead of the standard five-day notice requirement, with notice posted to the county website and in a prominent public location at least two hours before the meeting.

Permits emergency meetings to be called within two hours with notice posted to the county website at least two hours prior, and notice transmitted via email or facsimile to citizens and media outlets that have submitted written requests to receive notices.

Requires that notice for both expedited special and emergency meetings specify the place, date, hour, and subject matter, and restricts business transacted to only what is specified in the notice.

Exempts counties with populations under 50,000 (based on latest federal census) from the requirement to post notices on the county website.

Takes effect July 1, 2025.
