Creates the Mississippi Commission on Law Enforcement Standards and Practices consisting of seven members including the Attorney General, Highway Safety Patrol Director, and presidents of police chiefs, constables, campus law enforcement, and sheriffs associations.

Grants the commission authority to develop minimum operational standards for law enforcement agencies, provide technical support to local agencies, oversee training programs and policy implementation, and conduct annual compliance reviews and audits.

Members serve without compensation but receive reimbursement for actual and reasonable expenses including mileage, with the commission required to meet at least quarterly and elect a chairman and vice chairman from its membership.

Requires the commission to report annually to the Governor and Legislature on its activities, and designates state police academy training officers as non-voting advisors entitled to travel expenses and subsistence.

Takes effect July 1, 2025.
