Replaces the term "amending ingredient" with "beneficial substance" in Mississippi's Plant and Soil Amendment Law and defines beneficial substance to include plant biostimulants, soil amendments, and plant amendments.

Defines "plant biostimulant" as a substance, microorganism, or mixture that improves plant nutrition processes, nutrient availability, uptake, efficiency, and tolerance to stress when applied to seeds, plants, soil, or growth media.

Authorizes the Commissioner of Agriculture and Commerce and State Chemist to adopt rules administratively codifying the Association of American Plant Food Control Officials' recommended beneficial substances labels for plant and soil amendment and plant biostimulant products.

Requires containers and bulk shipments of soil or plant amendments to display brand, net weight or volume, guarantor name and address, purpose statement, directions for use, and statement of composition showing ingredient amounts.

Takes effect July 1, 2025.
