Requires residential roofers who install or repair more than 4 roofs annually and receive payment through insurance benefits residential roof system repair contracts to obtain a license from the Board of Contractors and register with the Commissioner of Insurance before work begins.

Establishes a penalty of up to $5,000 per violation for failure to comply with the licensing and registration requirements.

Amends Section 31-3-1 of the Mississippi Code to clarify that the contractor licensing exemptions do not apply to residential roofers covered under Section 1 of this act.

Amends Section 31-3-13 to authorize the Board of Contractors to provide licenses to residential roofers as specified in the act.

Takes effect July 1, 2025.
