Expands Medicaid eligibility to individuals under 65 years of age who are not pregnant, not enrolled in Medicare, and have income not exceeding 133% of the federal poverty level.

Eligible individuals under the new category receive benchmark coverage or benchmark equivalent coverage as defined under the federal Social Security Act.

Division of Medicaid must determine eligibility for individuals covered under this expansion.

Requires Division of Medicaid to redetermine eligibility for all recipient categories no less frequently than required by federal law.

Effective date: July 1, 2025.
