Reconstitutes the Department of Archives and History Board of Trustees from nine members to nine members, with two trustees appointed from each of the four congressional districts and one trustee appointed at-large, effective July 1, 2025.

Changes appointment authority from the board self-filling vacancies (with Senate confirmation) to appointments made by the Governor with advice and consent of the Senate.

Establishes staggered initial terms for the reconstituted board: two trustees for five years, two for four years, two for three years, two for two years, and the at-large trustee for one year; all future trustees shall serve six-year terms.

Allows trustees currently serving on July 1, 2025 to continue serving for an additional one-year term during the transition.

Maintains existing quorum requirements (five members) and trustee compensation (expenses only, no salary).
