Establishes the Mississippi Municipality and County Fire Station Building Fund administered by the Mississippi Emergency Management Agency to provide reimbursable grants with 50% local match for renovating, upgrading, and modifying local fire stations.

Requires MEMA to develop rules and regulations by July 1, 2026, and establishes application requirements including project description, cost estimates, engineering/architectural agreements, and permit status.

Creates a ranking system for grant applications that prioritizes projects ready for construction within 6 months and considers factors such as environmental impact, economic development, disadvantaged communities, and multi-subdivision regional benefits.

Funds the program with an initial transfer of $5,000,000 from the Law Enforcement Officers and Fire Fighters Death Benefits Trust Fund, with MEMA authorized to retain up to 5% for administrative costs.

Requires MEMA to submit quarterly reports to legislative leadership and the Legislative Budget Office detailing applications received, scores, awards, expenditures, and project status; effective July 1, 2025.
