Allows circuit and chancery judges to determine how office operating allowances are spent based on their office needs, rather than following strict Administrative Office of Courts rules.

Increases additional office allowance for judges without suitable county-provided primary office space from $7,000 to $7,000 annually, with discretion left to the judge on whether offered space is suitable.

Permits judges to use office allowances for out-of-state travel to Mississippi Bar Convention in addition to the existing once-per-year continuing legal education travel allowance.

Allows unused office allowance funds to carry over to succeeding fiscal years rather than reverting at the end of the budget year.

Adjusts chancery clerk fee caps for board of supervisors attendance from $2,500 to $5,000 annually and other services from $5,500 to $10,000 annually, effective January 1, 2028.
