Creates the "Ending Agency Overreach Act" to limit deference given to agency interpretations of statutes and rules.

Requires courts reviewing appeals in contested cases to interpret statutes, agency rules, and regulations de novo (without deference to the agency's interpretation).

Directs courts to resolve any remaining ambiguities in statutes or regulations against increased agency authority.

Amends Mississippi Code Section 25-43-3.111 to extend the deadline for contesting rule validity from one year after the rule's effective date to one year after the date a person is injured by final agency action, whichever is later.

Takes effect July 1, 2025.
