Establishes parental rights as fundamental rights that cannot be substantially burdened by state or political subdivisions without demonstrating a compelling governmental interest of the highest order.

Grants parents exclusive rights to direct education, access all school records (including attendance, grades, disciplinary and psychological records), consent to medical and mental health care, and control use of biometric scans and DNA records of their children.

Requires school boards to develop policies allowing parents to review curriculum at least 7 days before class starts, obtain written consent for instruction on gender identity and sexual orientation, and withdraw children from objectionable instruction without academic penalty.

Mandates parental written consent before children use names or pronouns not aligned with their legal sex, though consent does not compel others to use non-biological pronouns.

Allows parents to sue for violations without exhausting administrative remedies and permits recovery of damages, injunctive relief, and attorney's fees; waives governmental and sovereign immunity for violations of the act.
