Exempts individuals from pre-affidavit screening requirements for mental illness commitment if they are in a licensed hospital with acute psychiatric beds, have received two qualified professional evaluations, and the hospital notifies the community mental health center at least 24 hours before filing the affidavit.

Requires community mental health centers to submit written quarterly reports to county boards of supervisors on a standard form developed by the State Department of Mental Health, including occupancy rates, jail placements, pre-affidavit screenings conducted, and diversion statistics.

Adds definition of "interested person" to the alcoholism and drug abuse chapter to include adults such as public officials, guardians, spouses, parents, legal counsel, adult children, and next of kin.

Requires pre-affidavit screening before emergency involuntary commitment for alcohol or drug use, except when an individual is in a licensed hospital with acute psychiatric beds and has had two qualified professional evaluations with 24-hour notice to the community mental health center.

Effective date: July 1, 2025.
