Creates a pilot program called the Mississippi Workforce Dual Enrollment for Career and Technical Education Grant Program through the Office of Workforce Development

Distributes funds to four workforce investment areas: Delta, Twin Districts, Mississippi Partnership, and Southcentral Mississippi for dual enrollment courses at community colleges in priority sector strategies

Provides grants of $150 per credit hour per student for career and technical education dual enrollment courses

Requires annual reports by October 1 to the Governor, Lieutenant Governor, Speaker of the House, and relevant committee chairmen on student enrollment numbers, course utilization, and program outcomes

Caps administrative costs at 1% for the Office of Workforce Development and 2% for planning and development districts

Takes effect July 1, 2025
