Requires sheriffs or process servers to serve summons and sworn affidavit or complaint together within 72 consecutive hours of filing, delivered to a person 16 or older or posted on the door, with mailing on the same day.

Establishes court date for eviction hearing no more than 14 days from the date the sworn affidavit or complaint is filed.

Reduces notice period for rental agreement termination from 14 days to 7 days for material noncompliance by either landlord or tenant.

Limits court adjournments of eviction hearings to one adjournment maximum of no more than 10 days, with total hearing duration capped at 20 days from filing date.

Removes court authority to extend the move-out period beyond 7 days except for emergencies or compelling circumstances such as substantial health/safety violations or immediate risk of harm.
