Requires Alcorn State University, Delta State University, Mississippi University for Women, and Mississippi Valley State University to each develop proposals for high-demand academic programs in aeronautics, geospatial studies, engineering, nursing, and technical skills targeting grades 9-12.

Each proposal must include identified grade levels, capacity analysis, instructional framework (university instructors, high school teachers, or hybrid model), dual enrollment opportunities, cost analysis, and regional partnerships with businesses and educational institutions.

Proposals must address workforce needs through mentorship and internship opportunities, data-driven instruction aligned with state standards, academic support services, extended instructional time options, and professional development for staff.

Board of Trustees of State Institutions of Higher Learning and State Board of Education must promulgate rules governing the proposal process, including submission criteria, deadlines, technical assistance, and alignment with state educational and workforce goals.

Upon approval, the boards shall enter into agreements with host institutions to facilitate dual enrollment of eligible students and coordinate course transcripts upon completion.
