Authorizes the State Highway Commission, acting for the Mississippi Department of Transportation, to transfer two parcels of land to the City of Gulfport: the Northwest Quadrant of the 13th Street and 28th Avenue intersection (Lots 15-19, Block 176) and the Southwest Quadrant of the 15th Street and 28th Avenue intersection (Lots 1-6, Block 176).

Requires the City of Gulfport to allow existing utilities on the transferred property to remain at the discretion of utility owners and prohibits relocation except by utility owner agreement.

Retains all mineral rights to the transferred property for the State of Mississippi.

Grants the Mississippi Department of Transportation right of first refusal if the City of Gulfport offers either parcel for sale.

Amends Chapter 472, Laws of 2024, to change the Greene County property conveyance method from "transfer and convey" to "donate" and expands the purpose to include either public county use or transference to a private owner in exchange for equally valued property.
