Increases the maximum fee for water quality analysis from $3.00 to $3.75 per connection or from $40,000 to $50,000 per system, whichever is less.

Limits fee increases to no more than once during the period from July 1, 2025, through June 30, 2026, with any increase based on the Producer Price Index.

Establishes an equipment capital expenditure account within the Drinking Water Quality Analysis Fund, allowing transfer of excess fees up to 10% of total fees assessed, with a maximum balance of $500,000.

Requires the State Department of Health to report water quality analysis results to towns, cities, and water systems by telephone, email, and portal system within 24 hours.

Effective date is July 1, 2025.
