Excludes employees working for entities not covered by the Tort Claims Act from the definition of "employee" unless they register with the Tort Claims Board before any tortious conduct occurs.

Requires employees of non-covered entities to register their name, entity name and description, and entity address with the Tort Claims Board prior to any tortious wrongful or otherwise actionable conduct.

Modifies statute of limitations for claims to commence when a plaintiff is notified that a defendant employee is covered under the Tort Claims Act, if the employee was working for a non-covered entity at the time of the conduct.

Requires the Tort Claims Board to develop and maintain a comprehensive statewide list of employees working for non-covered entities and publish it on the board's website.

Directs the board to create policies and procedures requiring employees of non-covered entities to register information before any tortious conduct occurs.
