Adds catch-all provision allowing Mississippi Development Authority to determine any project as a "capital improvement" eligible for the Local Governments Capital Improvements Revolving Loan Program, beyond the existing enumerated list.

Extends the repealer date from July 1, 2025 to July 1, 2029 for MDA authority to use interest earned on taxable bond loan payments for ordinary and necessary general support expenses (excluding employee salary increases).

Deletes reference to loans for motion picture sound stage purchases under the capital improvements definition.

Changes internal code reference in Section 57-1-303 from subsection (1) to subsection (2) for parks and recreational facilities loan cap of $250,000 per project.

Effective date is July 1, 2025.
