Inmates prohibited from paying fees for healthcare services provided by DOC comprehensive correctional healthcare services provider; previously assessed unpaid fees must be charged off.

DOC required to install communal kiosks in housing units allowing inmates to electronically request medical or dental appointments; healthcare provider must provide triage assessment within 24 hours.

DOC must employ one licensed or registered dietician for all correctional facilities, ensure medication dispensation at prescribed times for all medicated inmates, and staff each facility with 24-hour nurse and on-call physician.
