Creates the "Mississippi Illegal Alien Certified Bounty Hunter Program" administered by the Department of Public Safety to certify bail bond agents and surety recovery agents as bounty hunters authorized to find and detain illegal aliens in Mississippi.

Establishes the new felony crime of "trespass by an illegal alien" punishable by life imprisonment without probation, parole, or conditional release if an illegal alien knowingly enters and remains in the state and is apprehended by a licensed bounty hunter or peace officer.

Imposes permanent disqualifications on those convicted of illegal alien trespass, including prohibition from voting, obtaining a driver's license, receiving public benefits, and becoming a state resident.

Creates a reporting system with a toll-free hotline, email, and online portal staffed by 65 off-duty or retired peace officers to receive reports of illegal aliens, with a $1,000 reward for reports resulting in arrest and imprisonment.

Establishes the "Mississippi Illegal Alien Certified Bounty Hunter Program Fund" with appropriated state monies for implementation and administration, and amends existing bail bond agent licensing provisions under Mississippi Code sections 83-39-25, 83-39-29, and 83-39-31.
