Expands protected items to include Civil Rights struggle monuments, War in Afghanistan memorials, and other war-related structures on public property of the state and political subdivisions.

Grants legal standing to any person who believes the statute has been violated to bring civil action in the chancery or circuit court of the county where the violation occurred.

Clarifies that protection, preservation, care, repair, and restoration activities are permitted and do not constitute violations of the relocation prohibition.

Exempts items and structures on Mississippi Transportation Commission property that interfere with construction, maintenance, or operation of public transportation facilities.
