• Requires advance notification to noncustodial parents of all child support modification hearings and court proceedings where they are represented.

• Grants noncustodial parents the same notification rights as custodial parents regarding agency decisions, scheduled meetings concerning the child, and crucial agency decisions.

• Mandates that noncustodial parents have 24/7 access to communicate with Department of Human Services personnel or representatives for assistance.

• Takes effect July 1, 2025.
