Expands trespass laws to include operation of unmanned or uncrewed aircraft systems over another's property without consent with intent to conduct surveillance.

Applies expanded trespass definition to simple trespass (Section 97-17-85), willful or malicious trespass (Section 97-17-87), and knowing entry onto land (Section 97-17-93).

Prohibits operation of unmanned aircraft systems to conduct surveillance of critical infrastructure or correctional facilities without written consent, and prohibits delivery of contraband to correctional facilities using such systems.

Requires recreational operation of uncrewed aircraft systems to comply with state law; maintains liability for persons whose aircraft systems are used to commit civil or criminal acts.

Preempts local ordinances from regulating unmanned aircraft design, ownership, operation, and pilot certification, except for federal aviation compliance and enforcement of trespass, nuisance, and other generally applicable laws.

Takes effect July 1, 2025.
