Authorizes issuance of state general obligation bonds up to $5,000,000 to fund five projects in Natchez, Mississippi, with $1,000,000 allocated per project.

Projects funded include: U.S. Colored Troops Monument and Natchez National Historic Park construction, Mississippi River Bridge lighting, Morgantown Road repairs and drainage improvements, Natchez-Adams County Airport improvements, and a new loading dock at Port of Natchez-Adams County.

Creates the "2025 City of Natchez Projects Fund" as a separate special fund within the State Treasury to receive bond proceeds and disburse funds for the specified projects.

Bonds are general obligations of Mississippi with full faith and credit pledged by the state, bearing interest at rates not to exceed Section 75-17-101 limits, maturing within 25 years, and exempt from state taxation.

No bonds may be issued after July 1, 2029, and any remaining fund balance after project completion shall be applied to pay debt service on the bonds; act becomes effective July 1, 2025.
