Increases maximum gross vehicle weight for concrete transport vehicles from 60,000 pounds to 64,000 pounds for three-axle configurations and establishes 72,000 pounds for four-axle configurations.

Increases maximum gross vehicle weight for solid waste transport vehicles from 60,000 pounds to 64,000 pounds for three-axle configurations.

Establishes axle distribution weight limits: 22,000 pounds for single axles, 48,000 pounds for two-axle tandems, and 57,000 pounds for three-axle tandems for both concrete and solid waste vehicles.

Maintains existing operational restrictions including 50-mile radius from home base, prohibition on federal interstate highways, and requirement for all-wheel brake equipment on three-axle vehicles.
