Creates the "Freedom of Speech Protection Act" to protect communications made in governmental proceedings or on matters of public concern involving freedom of speech, press, assembly, petition, or association rights under the U.S. or Mississippi Constitution.

Allows defendants to file a special motion to dismiss within 60 days of being served, which automatically stays all other proceedings and discovery until the motion is resolved.

Requires courts to hold hearings on the motion within 60 days of filing and rule within 60 days of the hearing, with expedited timelines for resolution.

Exempts governmental entities and their employees acting in official capacity, as well as communications related to sales or leases of goods and services, from the Act's protections.

Awards court costs, reasonable attorney's fees, and litigation expenses to the prevailing party, with defendants able to appeal denials of the motion as a matter of right within 21 days; effective July 1, 2025.
