Exempts Mississippi Institutions of Higher Learning (IHL) and their related entities from the public bidding requirements of Section 31-7-13 when using the construction manager at risk project delivery method.

Allows construction managers for IHL projects to obtain proposals from contractors and vendors based on qualifications and criteria rather than conducting formal public bid processes.

Requires construction managers to publish defined qualifications and selection criteria at least four (4) weeks in advance in local newspapers and on the agency website before awarding contracts to contractors or vendors.

Permits construction managers or their affiliates to self-perform construction work on IHL projects, but limits such self-performance to no more than 15% of the total project cost.

Requires the construction manager to obtain contractor proposals and receive completed construction drawings and specifications before submitting a guaranteed maximum price to the agency or governing authority.
