Authorizes county and municipal governments to permit utility-type vehicles (UTVs) and side-by-sides to operate on public nonstriped and gravel roads within their jurisdiction.

Requires UTVs and side-by-sides to be registered with the Department of Revenue with a $50 annual registration fee, proof of ownership, and liability insurance; owners are exempt from ad valorem property taxes.

Operators must be at least 16 years old with a valid driver's license; 16-year-olds with conditional licenses may only operate during daylight hours (6:00 a.m. to 6:00 p.m., or 8:00 p.m. during daylight saving time) with a licensed adult over 18 supervising.

Establishes specific safety equipment requirements including headlamps, turn signals, taillamps, stop lamps, reflectors, mirrors, parking brake, windshield, seat belts, and alert sound systems conforming to federal standards.

Registration fees are deposited in state treasury with a portion distributed to counties for road and bridge maintenance; children under 8 years old are prohibited from being passengers on registered UTVs.
